2009-2010 school year starting early / Worldskills / WTF?

Apparently, the school year is starting 3 days early (on August 27) because of the World Skills competition and the teachers are getting 3 days off in lieu for this later in the year.

The three days in lieu are:

The Tuesday after Thanksgiving, the first Monday in January and the Tuesday after Easter Monday.

I have no idea why we would need an extra day at Christmas.
