Depends on who, Ive bought and sold on Kijiji, I did have one guy not show up after agreeing to everything, than wouldn't answer his phone.

I disagree with most, we don't have enough info here to know if there was an offer. Based on the OP people are jumping to conclusions. Everyone may be right, we don't know for sure, it depends on how the reply was worded.
If the guy says, well, I'll sell it to you for $100, then you have an offer. If he says well, what about $100? Then by the letter of the law, you don't have an offer (although rather poor form on his part for not being clear).

it went like..i offered him a price..he counter offered..i accepted..he emailed me back with a phone number to make arrangements to pick it up..next day he says i found a receipt..i want more for it now...he says' i think its only fair'...i said a deal is a deal..no thanks ps..original price 240..price agreed on 100 now he wants 125...i dont mind paying 125..but its a used item and he pissed me off

I'd say either pay the 125 and move on, or say F it, don't buy it and move on. Seems like a waste of time and energy to get too worried about it. (hope that didn't sound mean)

not worried..just never encountered something like this so wanted advice ..new to internet purchasing

If its not that important and you don't have to buy it (or if you could buy it brand new) I'd just say "we agreed on 100, and I'll give you 100, otherwise the deal is off"

still the exact words are what are going to determine if you have a firm offer, like I said, if the words back are sorta like well, I'm thinking 100 is a good price, then that's not a firm offer. Anyway at the very least it's bargaining in bad faith. which is life on kajiji or anyother public forum where buyers and sellers are strangers and don't feel accountable to each other I suppose.
btw, finding the receipt is a rediculous reason to reopen the price. Guy is a ######, if it were me I'd only buy whatever it was for less than 100 now.

when i say 'original price' that was the price on his 'receipt'..his asking price was 125, i offered 75, he countered with 100..i said yes ..anyway..he just emailed me again..i told him to belt sand  i could drive all the way across the city and he could tell me he changed his mind again, don't trust him

If he posted on kijiji, then he put a price on it. That's an offer to all bidders. They entered into offer and counter offer, and then she accepted. That's a contract.

FYI I believe it was the OP who countered with $100.
The seller then sent address and phone number. To me that means he/she accepted but I dont know how that would work vis a vi the law. Its common practice on Kijiji Craigslist but whether that would stand up in court is a whole other story.
To clear clutter in my condo I have sold about 9 itmes in the last 60 days.
For Calgary at least Craigslist is a waste of time. I sold every item through Kijiji even though I posted each item on both sites. Never accept personal cheques. Only cash, for the large items I did accept Paypal, although the buyer has to trust that I am not a scammer. Paypal allows someone to pay with Credit Card, also has pament protection of sorts.
For those sites I reccomend the following.
Create 2 user accounts. Post one with the price you want + 15%. That will get you bids from normal people. Then with the other account post the item but with a 200% markup. That will get normal offers from the lowballers who have nothing better to do with their time than surf those sites.

Sorry, your flat out wrong. They didn't settle on the kijiji price. So the fact it's offered on kijiji is totally irrelevant.
They negotiated off that price, the counter is completely dependant on how it's worded if you ever wanted to go to court. If I post something, the OPer says I'll give you 125, and I reply back "um well do you think 100 is a fair price". I didn't offer at 100, I'm just doing price discovery in the eyes of an arbitrator or court.
Probably way too much science for this example, but it's important to know how's its worded to know if you have a binding offer. You and many others are jumping to the conclusion that there was an offer ... without seeing the exact words we don't know.
However as I said before regardless of the wording, he sounds like a ###### and the OPer is doing the right thing by walking away.
