Oh how fortunate you are to not know what real internet censorship is...
Try living in China, where I haven't been able to access any social networking site (fb, twitter, blogger etc.) for coming on two months, where news is constantly filtered and you may only view news about social unrest in the country for a few minutes before it's taken down/blocked, where it's now required by law that all computers manufactured for sale in the country must include software which censors the internet and which the government can update in any way it sees fit, and where people have been known to disappear for their roles in spreading information about negative aspects of social conditions in China or using the internet to promote discontent.
I absolutely hate internet censorship.
Edit: also, China has been doing a phenomenally good job of locking down proxies recently. The old days of easily finding proxies are gone, and now even downloadable programs for finding functional proxies mostly seem to be failing. It's ridiculous!!!

4chan is more moronic than offensive. If 4chan isn't your thing, your going to figure that out in about 10 secs. If a picture of a man open open mouth kissing a horse is going to ruin your day, don't go prowling on the net.
They are pretty dumb to go after 4chan, never pick a fight with someone who's crazy and has nothing to loose.

The problem with censorship is where do you draw the line, by who's standards?
I know Shaw and Telus are private companies, but really Internet is moving towards being a basic need, almost like water or air.
I wouldn't mind it much there was lots of competition and you could choose a different ISP based on what they filter, but if I want really high speed here, there's not many choices.
There are tons of options for people who want to censor their Internet.

Do they allow encrypted packets? You could easily rent a cheap server somewhere and basically use it as your own proxy via SSH or something.

Lets just say there is a disgusting amount of pedophiles (i forget what "teen-o-philes" are called) on there. All those jailbait motivationals (safe google search) come from there... and much of the crap on there is less than legal. There is a lot of really disturbing medical/gore stuff too.

I was once pointed to 4chan for wallpaper by a buddy at school. Once I realized there was more porn in the wallpaper section than actual usable wallpaper, he suggested I check out the random images part of the site.
He pointed out one of the threads that was gifs, so I went in, only to realize they were gifs of people killing themselves...

Is the O/P going to apologize to AT&T for falsely claiming that they cesored this filth site?
As for why didnt AT&T just for it for affected users. Probably 1 - time and resources. Its easier to do a full block than to go after each individ case. 2 - there is no guarantee from AT&T's side that this wouldnt have spread to other users there by adding more work and expense for AT&T.
If you are unable to run a site without causeing undue harm to a companys network, then you have no rights in regards to your customers accessing your site from that network.

He. And, yeah, unfortunately they get a lot of publicity and the filth machine keeps chugging along.
I went there a couple times and then made the decision to never ever go again after I saw what I'm 99% sure was underage girls. See my "can't unsee" post.

It is interesting that is was AT&T involved, that have been caught in an internet censorship scandal before:
