If he wants safe, short term, I don't see anything else that can get him the return anyone would want, especially with the ability to pull the plug if things go sour. Most investments in USD funds, you'll still have a maturity date, and get the rate for that day, unless you keep it in USD until you see fit.

Just an idea for short term, safer investing.
