Last year, I went down to fight a ticket and was told that you can no longer just show up, go to the counter, and ask to sort it out then and there. I was told that I have to plead not guilty, and wait for a court date, or pay the fine. Said it was something about the system being tied up by people just wanting reductions, or something. Weird.
From reading other peoples responses, and judging from my own experiences, I'm going to say that they can pretty much do whatever the ef they want in terms of how to handle the ticket. Go down and try to sort it out - hopefully you won't get the same deal that I did, which was a scheduled court date.

Let me guess, officer hiding in the Staples parking lot on Bow Trail catching you where the speed limit is inexplicable at only 50km/r. I've seen cops at that fishing hole for weeks. More recession revenue insurance for the coppers. We should start a "Calgary Police Traffic Cops Fishing Hole" for everyone to outline these locations to either avoid or be aware of.

It's not about wasting tax dollars but clogging up an already over crowded court system. Causing those with a legitmate beef to wait even longer to have thier case heard.
Above being said REDVAN does have the right to fight his ticket.
