I think it's pretty simple, and it's a system that I've used since I got tired of being looked over. It's brown-nosing if it's incessant. And if it's untrue in any way. And if you're obviously looking for your boss's approval.
It's confidence if you do a good job and make sure your boss is aware of it. If you aren't terrified of talking with someone a rung or three above you, but you don't find yourself in their office more than you need to. If you can walk that fine line between taking credit for your success, while giving credit for the team.
As for politics, it happens. And if you're not willing to play the game, don't expect to get the promotions that others are getting. There's nothing wrong with the game, as long as you play it honourably.

Doesn't a manager taking an employee out for lunch look bad?

Yikes! Really? That's kind of an odd perception. I thought it was a pretty standard form of appreciation. Of course, I have no use for the petty losers that look for every slight in every action. (Not to say you're one of them).

I'm the quiet type that doesn't get recognized. But I'm also not the perfect model-employee either.

As long as you're fine with that. Nothing annoys me more than the folks that bury themselves completely in their work, and then complain that nobody notices them. Your boss is a busy dude. Don't be surprised if he takes you for granted more than you'd like.
