Silly and a waste of money scrapping this, at this point..the millions sunk into consultation over 18 months, shelved.
Optics here for sure, but honestly, the expensive work has been done...the administering of the changeover really has no extra waste of resources, and certainly relativley speaking to the costs already sunk in. You have to figure things were pretty much set to go late fall, with a new year unveiling..so why kybosh it last minute?
Surely the government isn't that paralyzed all of a sudden, and nor is this showing "priorities of the times"...as the large chunk of money on this project has been spent. The roll out both is the easy part, and whatever the extra costs are incurred by the government, are picked up by the person that wants the new plates (as previously, the new plates were to be free replacements).
I can't imagine the actual manufacturing process is much different or more pricy when slapping a new design/coat of paint on the same metal, and again, the choice for someone to pay for a new design or keep the free current one could be left up to the individual, since they were already at that final stage anyway.
As mentioned, phase them in at a slower rate/give people the option. If you want new plates next year or two, you pay for them, otherwise you keep your current ones until the government decides that everyone switches over in the next couple years upon renewal.
