What an odd painting. Who painted it?

I get the feeling the painter is asian because there seems to me to be a unbalanced representation of asian historical characters that many ordinary people in the west wouldn't recognize or understand the significance of. Maybe I'm just not used to seeing so many in these kinds of paintings which usually focus on western civilization or pop culture or something.
Genghis Khan is the one beside Napolean. The guy beside Pele is Guan Yu. The guy in the bottom right corner is the Emperor Chin. Emperess Dowager is beside Prince Charles. I don't know who Tojo is sucking up to. Confuscious is the guy in front of the camel beside Ghandi. I have no idea who the three dudes on the balcony with the aristotle looking character are. I also don't know who the Chinese guy who looks like he's going to fall backwards on his chair is, nor who the mao suit guy is behind Mao. There's a lot more of them too. One of them is probably Deng Xiopeng.
As for more evidence to my theory that the painter is probably asian or most likely Chinese...there's no reason at all for Liu Xiang to appear in that painting when there are much more significant Olympic athletes than a Chinese hurdler that really is not important as a celebrity outside of Mainland China.
