If the idea is for the zoo to curb abuse for non-patrons, why not do something like this:
$5 flat parking fee, receipt given

$4 discount on total admission (2 or more) with receipt.

That way, abusers are paying for the lot expansion, and zoo patrons are still somewhat subsidizing it, but aren't taking a full hit.

How do you deal with people with yearly passes then? I guess a car tag might work.
