I was thinking about this. With strippers being a no-go you want to make sure you do something memerable. Is there anything extreme that he's always wanted to do? I'm thinking like scuba diving or sky diving.
For scuba, you would want to ask around dive shops for a "discover scuba" offer. Basically it would consist of 30-60 minutes in the pool covering the basics, then a open water dive. You could do that in the morning, then start the drinking and partying after.
Another thing is to designate a driver. For my friends' stags we always rotated who would be on DD duty, and it's great to know that if the party starts to suck you can move it elsewhere.

It’s funny it was my buddies bachelor party last Thursday his bride said that if he went too the strippers she would call off the wedding
He even sat us all down before hand and asked from the bottom of his heart NOT to take him too the strippers
Needless to say we went too the strippers and gave him 100 loonies and he used everyone of them
He left that place with about 20 posters and a pair of panties around his neck,
From there we tracked down some hookers and conned them into giving him the “bachelor party special”…but we thought that might be pushing it

A stag party houseboat....ahhhhhh the memories (or lack of).
I wouldn't worry about ladies being around a boat with a group of guys on it. When we did it I swear there was a neon sign around our boat that said "DANGER", because every time a woman came around and saw what we were up to they left. Immediately.
Highlight of the weekend? Accidentally shooting a roman candle onto a boat being driven by an ex WCW wrestler. And being the one who had to apologize, after all my "friends" ran into the woods.

Here's an idea:
This summer will mark the 8th Annual Uber Tournament, in New York City.
The Uber Tournament (hereafter UT) was an idea of mine where a group of guys get together and embark on a one-day contest to determine who is the most manly man among them. It was determined (by me) that the best way to decide which man was the most manly in the universe was via events such as bowling, pool, mini-golf, darts, quaits, bar trivia (Buzztime), poker, Jenga and the like. You know...manly stuff.
Essentially we all meet up in the city in the morning, I explain the rules and the scoring and then we head out to the first event location. We contest the event, record scoring and move on to the next event. This is repeated for each of the events (we have settled on an average of four events as the best number to complete the thing in one day).
At the end of the last event, the scores are tallied and the top two point getters square off in a one-on-one battle to determine who is the UT Champion. The final event has typically been pool as it's very easy to do a best-of-three 8-ball series (for example) to determine the winner.
Then, the newly appointed champ gets his ring kissed by each of the vanquished losers, collects his stash and...well we pretty much hit the strip clubs (though you could obviously modify this part as per the groom's wishes).
Now, lest you think the events themselves are insufficient for such a contest, and while we do not legislate any minimum level of alcohol consumption per participant, suffice it to say that drinking is encouraged throughout the day. Among other things, it's up to each individual to buy the group at least one shot per day, and any UT virgins who fail to do so are not invited back the next year.
We have also supplemented this type of activity by having "side betting" as a fifth event the past few years. In addition to keeping people involved during any down time ("I'll bet you $5 that you won't bowl the next frame with no pants on..." <--- this 100% happened, and I collected that $5...and picked up the spare, thank you very much) we find that wagering helps keep the level of competitiveness high.
I admit it sounds kind of corny on paper, but that's the point: we're not manly, though we all love competing over BS like this. It's basically an excuse to run around the city for a day drinking and acting like imbeciles - and we have a blast. Plus some of the man-gifts are great.
I actually have given thought to going into business organizing and coordinating these things for people as a side business of my own.

See how much coke you can do and how many hookers you can sleep with before you're hospitalized. Side bets can involve "I bet you won't do THAT without a rubber" or "I bet you can't snort THAT in 2 go's".

When a buddy of mine went on his stag before he took to plunge his friends came up with a pretty ingenious idea. Many of the guys were involved in trades, so somebody was able to construct an actual ball and chain and was locked to his ankle and he had to carry it the entire weekend (apparently it was incredibly heavy). Each member of the stag (sans the groom-to-be obviously) had a key that was worn around the neck. Aside from obviously having to bring booze to each and every member whenever they called out his name, he was able to rid himself of the ball and chain for short period of time by taking a shot from the key holder.
I thought it was pretty brilliant.
Contrary to what burn_baby_burn says, dressing them up in something humiliating is hilarious. It has nothing to do with sexual preference and has everything to do with embarrassing your friend. Personally I don't have it in me to embarrass my friends like that, but I see nothing wrong with it if you chose to do so.

My step-dad's stag was one of the best i've ever been to/heard of. However much to my dismay, there were no strippers.
We rented out dofasco's private employee park (huge steel manufacturer) there were about 100 or so people so we had to make it big.
We stuck a golf flag out about 150 yds and played closest to the pin (10 bucks for 20 balls or so kinda thing, winner takes half the pot)
Pigs and lamb roasts.
Bocce ball tourney.
Porn through a projector on a HUGE white wall while eating dinner.
Tons of card games.
Lawn darts (could get dangerous)
don't remember much else... not sure why though...
People serving eachother with trays of shots.

The competition thing is great, I did the same thing for my friend's stag this year. We went out and had a trophy made: "The Man Cup" and then took fifteen guys to a mansion out on the west coast of Vancouver Island.
Over the course of the weekend we had a series of games, poker, drinking capture-the-flag, polar-bear-swim, we brought a nintendo wii and guitar hero too and you could challenge people to that, also things like thumb-wars, arm-wrestling, indian leg-wrestling, rock-paper-scissors challenges, and a clause that people could come up with their own challenges. Winners were awarded points and whoever had the most points at midnight on Sunday won the trophy.
In between the events we cooked some awesome meals, had a couple of kegs of beer, a full bar, and the west coast to play in.
It was seriously awesome.
However you choose to pull it off, having an on-going competition that lasts the duration of the party really ups the fun. The big key is the prize being something so awesome that will get even the fairly non-competitive people into it.

that does sound pretty cool.
We tried going with a cash prize one year, and it just wasn't the same. Guys seem to like getting a nice haul of cool stuff. There's always a decent amount of booze, some nice 'gars and someone always brings some porn. But there have been pretty cool things, too. Someone brought a freakin' cross-bow once - that's still talked about.

As a person who grew up in Sicamous and spent the summers working at the Information Centre, chances are you aren't going to be able to get a houseboat without booking it at least a year in advance, especially during busy season. Also as a person who has been on a Stagette houseboat trip, they usually end badly. The one I was on, we lost the bride and we gained a groom. That wedding was very close to not happening.
