Laval in Quebec City regularly gets amazing crowds out to their University football games. Their stadium only holds 18,500 though. Montreal plays in front of 20,200, which is nice, but the CFL is pretty much completely gate driven meaning the teams don't make any money if people don't go to the games. And the magic number to make money is around 25,000 people per game. Montreal continually relies on having their last regular season game and playoff game at the big O so it boosts their bottom line.

So if Quebec City wants a team, they'd for sure have to expand their stadium. And if Halifax wants a team, they'll have to build a stadium.
Oh and by the way, Montreal is expanding the stadium they play in to over 25,000 because their losing money and the demand is there for more seats. So 20,000 seats in a CFL stadium just won't cut it.
And personally, I don't believe those two cities are vital for the long term survival of the CFL. The league is extremely strong out west, and I think the league could still somewhat function even if Toronto went under due to the NFL.
All I really want is for the two leagues to help each other. There's no need for the NFL to crush the CFL. We should be able to enjoy both leagues.
