Even if let's say it did fall off your vehicle, still the person who "found" it could have posted a note in your building or contacted the Registry. I agree with taking a picture of it then calling the cops (or the registry) to let them know about the situation. If nothing happens, then you confront the guy about your license plate. Sure pisses me off if it was my stuff stolen and my neighbor flaunting it in my eyes. It makes a difference if he's a big guy, though!

Come on man, you really think someone went to the effort of stealing your plate, just to put it in his window as some kind of trophy? Who does that?
You really think that is a more reasonable explanation than he found it and put it up there for the owner to see??
Who knows how it got off your car in the first place, but I would bet good money it wasn't him who took it off.

Ok so lets say it fell off.So he cant put a sign up on the bulletin board??He cant phone the registry and ask them to help out to find the owner??......instead he puts it in his second floor window about 30 feet above the sidewalk.I cant understand it either but am gonna confront him and see what he has to say.

You may need back-up plan.
I suggest ordering some hookers & blow to his apt.If tries to go crazy on you, you'll have some witnesses and some blow to say sorry with...
I'm with the sane people in this thread who don't believe he's flaunting your stolen property. I mean who is this guy?

Ok, I agree with all who state that this is an offence with which you should be calling the non-emergency police number. I do believe it's a police matter simply because what if this guy actually did use the licence plate to commit another felony. If brownie just approaches him and asks for it and it were to be traced to some crime, if police searched brownie's place and found the plate, how can he claim that his neighbor was the one who was previously in possession of it? If it's a mistake and the stupid neighbor put it in his window, there should be little embarrassment if he has no guilt of anything. All brownie has to say is simply, "I'm sorry for the misunderstanding". If brownie says it was bolted tight, I'd believe him, and it can very well involve some funny business. Just because he's a neighbor, doesn't mean he won't steal from ya. I live in a pretty nice area, and a few years back my neighbor two doors away stole my bike when it was on the driveway. People do stupid things, call the cops and let them know he has your stolen plate and let them figure out if it's fishy or not (I'd hint that something could be up when I call them though, just so they can actually come and search to see for themselves rather than passing it off).

It's possible that it was bolted tight and some jerk took it off for fun and just tossed is somewhere. Then you 2nd story neighbour found it laying on the street and is displaying it for the rightful owner to find.
You'd think that if you found a plate you'd take it to a registry however...

that would be the first option I'd consider. The second one would be to knock on his door without any malice, in other words approach him as if he's innocent of anything other than putting it up there in the hopes of finding the rightful owner. If you just say something innocuous like "Hey I noticed you had a plate in your window, and it's one I lost a while ago, could I have it back so I can take it in to be destroyed and have the cops take it off the stolen plate list?"
You'll probably be able to tell fairly quickly by his reaction whether or not he was just trying to track down the owner of the plate or if he was the one who stole it. Even if there's no 'stolen plate list' it might scare him enough to give it up. If he acts like a dink about it he probably was the one who stole it in the first place.
But even if he was the one who stole it you still don't want to say or do anything to cause trouble with him, because one of the worst things to have is a neighbor that you're feuding with, as things tend to escalate to ridiculous heights fairly quickly in this situation. if you get into a scrap over it, next time it might be your mirrors missing, or your windows smashed out. For that reason alone I'd call the police to find out how to handle it. It would be nothing for them to send someone over and tell the guy they saw the plate, ran it, and it came up stolen.

I agree. He might have just found it. Nobody puts a plate in the window do they? For decoration? I would say he's aware it belongs to someone. Or he's just super stupid. Or he's the License Plate killer they have been looking for, for years in Utah. He puts the plates in the window to lure pissed of men into his apartment.

I'm curious to hear how this ends, so please give us an update.
I can't believe that someone would display a license plate in their window unless they wanted someone else to see it. It has no value, unless you want to use it on a getaway car.
