actually no, people often times mistake a good public speaker for an very articulate one. That is not the case. George Bush is a great public speaker, sure he has the Texas accent, and doesn't pronounce big words especially well, however he's extremely captivating, he can steer a crowd, he can make a crowd relate and identify with him.
Frankly I love watching GWB speak. Public speaking is not what you say but how you say it. He's very good at how he says what he says. I'd argue it's the very reason he beat Gore in 2000.
