friends of mine used to torture their roommate in University. They shared a house. One of them would queue up The Best of Stompin Tom on the CD player, crank the volume and lock the door the CD player was in.

Its one of the most evil things you can do to a person. It turns their home into a window-less room somewhere in Guantanamo Bay.

-as mentioned, talk to the guy during the day
-find out the rules of the condo board
-are these guys renting or are they owners?
-are there any other neighbours that share walls with this neighbour
(otherside,behind,above, etc)? have they complained to the noise makers or to the condo board?

Had the exact same problem with my house, actually. My roommate was trying to get some sleep, and our neighbor right on the same side as her bedroom was blasting his TV so loud that when she went over to complain, she ended up pounding on his door for five minutes without him hearing. She ended up leaving a note. Dumb thing is, these people have two kids. Talk about a lack of respect for the people in your own house, nevermind the neighbors.

Next day though, the neighbor saw me as I was leaving, and apologized for the noise. I accepted it, and let him know that my roommate wasn't feeling well, and asked that they keep it down a bit. Hopefully they will.

That might actually be crossing the line of:

A friend of mine wanted to teach me that dance right before Christmas.... I was pretty embarrassed just to know her.

Last year when I was in rez my neighbour would always blast techno early in the morning and at night. I talked to him about it and he was fine with turning it down.

This year I'm in a basement suite and the guy upstairs walks really loudly. Stupid complaint but he must literally jump up and down upstairs to make all that noise in the morning. Wakes me up every day at about 4AM when he's going off to work.
I suppose I have it better than my roomie though, her room is under theirs and she gets to hear them have sex.

We had neighbors below us that used to crank their music. I went down twice and to tell them to turn down the bass. The second time the guy just started yelling at me so I said "F&%# you, I'm going to break in my ski boots for the next week", stomped around my condo for about 6 minutes and they moved the next month.

Had they not stopped, they would have gotten a bottle of moose lure in the intake of their car.

When I was in my second year of university, I lived with a couple of girls. One of them kept complaining that our neighbour was really loud and she couldn't sleep at night. So, one night, she went over and left a note on the guys door. He came knocking on our door, and threw a pair of ear plugs at her. Needless to say, she was not impressed. Some people are just inconsiderate and refuse to change.

I used to live in an apartment with paper thin walls. The original neighbour I had was a total dick. He'd crank his system every so often and totally disregard me if I knocked to ask him to turn it down.
I had but one choice. Fight fire with fire. I started cranking my flavour of the day for weeks. The landlord did stop by one day to ask me to turn it down. I explained that he was totally uncooperative in that regard so why the hell should I? She confided that the previous tenant in my suite moved out because of the neighbour and that she would turn a blind eye unless someone else complained.
I won. He moved out less than two months later. When the new tenant moved in I made sure to befriend him. We agreed that punching the wall was a polite way of saying 'please turn it down'.

I have the worst luck with neighbours being noisy during sex. One used to scream her head off starting with foreplay, it seemed, and when it was finally over she would start bawling her head off.

The next woman was so loud that my girlfriend and I wrote a carefully worded note questioning her need to be heard by the whole neighbourhood and slipped it under her door.

The worst was a girl living above my apartment whose boyfriend/one night stand came in, they did the nasty (noisily), and then he dumped her. She spent the rest of the night on the phone screaming at him and begging him to return.

not sound related, but a few months ago, a neighbour across the street was watching porn on their big screen tv with the curtains wide open. My wife saw it, and felt sick. This would have been easily visible from the street, and there's lots of children in the neighbourhood.

I called the police non-emergency number, they suggested putting a note on their door, which I didn't so, but the next day, the blinds were closed anyway.

while it would be fun to exact revenge, my friend got into that cycle and it didn't solve much. Made for a really un-fun place to be for months. Basically it would just end up escalating to the point where it was like a contest consisting of who could piss off the others more.

I would follow urban1's suggestion above.
