That's what you think happens.

I can't speak for Canada Post of course, but the USPS only returns mail if the sender has paid for that service.

I'm pretty sure Canada Post is the same way. That service exists mainly for business mail ... like magazines and addressed ad mail. I don't think it applies to standard private mail service.
