Pic is probably bad quality anyways since it was likely still dark out cause it was earlier in the morning, and the flash from the camera would of reflected off a couple sets of windows and windshields, etc.
This sounded like a perfect excuse to Mad Dog the frack out of him.

He said he wasn't tailgating. And the Rav4 followed the rules of the road and moved over out of the left lane. The first pic would have garnered no rage.
Yeah but some people have different definitions of tail gating. You know the kind of people that have camera's in their car on the ready... I swear some people think they are driving buses. It drives me nuts when people turn on their blinker and I slow down to let them in, only to have them comes slightly into my lane and then go back to their lanes, constantly shoulder checking like I'm not giving their sedan the required 50' to change lanes.
For real? Do people have nothing better to do? There's gotta be a law against this....
Just trying to help you freak out . . . .
Seriously, fugedaboudit.
(PS - If it was a decent day light wise, he could stop action easily and get a nice clear shot with a higher-end SLR camera simply by pointing and clicking in your general direction with a 50 mm lense or lower. He could then blow up the image enough to count the whiskers on your chin. Just helping you freak out some more. )
Seriously, don't worry about it . . . . or the terrorists will win.

That was my first impression. By pointing the camera at you, he was symbolically saying, "I am watching you, and you are breaking the law". He may not even have taken the photo.
This would honestly bother me as well. In todays electronic world, you have no idea what someone is going to do with your image.
Like someone else said, a lot of us have plenty of pictures of ourselves floating around out there. I don't see how a crappy picture of a guy in his car is going to be valuable to anyone for anything.
Anyway, last week I found a big book with most of your names, phone numbers and addresses printed right there in black and white, and just today I could have recorded (even taken a picture of) the license plates of dozens of people.
