Interesting you bring this up. For years the Canadian Recording Industry Association pushed for the levy, and it has raised hundreds of millions of dollars.
But this week the CRIA just filed a lawsuit to prevent an extension of the levy to personal media players.

According to the CRIA, this money was to cover their loses for you to copy your CDs onto you own blank CDs. Yeah, I'm pleased the recording companies think they deserve $200,000,000 for allowing me to copy my own CDs.
