In the mid 90's they needed you blood at the scene (most famous case then was OJ's trial.) Now they can track you to the scene by sweat, hair, pretty much anything.

I can't comment with certainty on whether the murder rate has gone down since DNA became available as evidence, but I would imagine any changes be casually correlative changes as opposed to causative.
I DO know that 77% of the 201 US prisoners released on exonerating DNA evidence since 1980 were falsely identified by an eyewitness.

Edmonton is currently at 19 for this years total.
32 for 380,000 people is just insane. Here I thought Wichita was a small town surrounded by corn, windmills, scrap metal statues, and tornado's.
