He wasn't the Mexican government's problem. He's a U.S. citizen and needs to be pressured with an extradition order by the U.S. government. I'm not saying Duane Chapman did a bad thing (of course, he's now been arrested due to a request by the Mexican authorities for breaching their laws).
Honestly, many other bondsmen and bounty hunters have criticized him for things like this. There are many more fugitives in the United States where he might actually have had some quasi-legal jurisdiction to actually apprehend. The end result is right and proper, but the means are just ridiculous the way he glamorizes the lifestyle and gets into the limelight. Entertaining show but so much of it done illegally or quasi-illegally and in an insulting manner to the rest of his industry and real law enforcement. We're talking a political matter here once it goes international, not the quality of law enforcement in country A. vs country B. If the U.S. wanted him badly enough, the onus is on them to demand he be extradicted and to pressure Mexico to find him. Yeah, the world is safer with Luster in jail but there's a reason there are laws and protocol for this. Go above them and you are just operating on vigilante justice.
I'm sure he's a good guy, his family is deeply religious and he has good motives, and heck, he sure plays a very nice, well-spoken, and decent guy on TV. I'm just not sure about real life...but he should stick to where he's been granted room to operate (Hawaii) and to cases that deal directly with him or his business (including contracts). Duane Chapman is not accountable to anybody but himself, he has no higher authority than his religion and conscience. For somebody who could potentially come down (with the trappings and appearance of legal authority which aren't really there) and grab you of any street in any country and put you into his Van out of the blue...there's something not right about that. If you let Duane do it, other Bounty Hunters will claim their right to do so also and you end up with dozens of reality shows with Bounty Hunters doing whatever they please wherever they will, with potentially less tact and morals...trying to earn big bucks and big ratings leading to desperate and unfortunate circumstances where somebody will get hurt or something will go horribly wrong.
The Mexican authorties may be corrupt, neglectful, or simply apathetic...but they have a right not to have people coming from another country to potentially harasss and terrorize people in their own country/jurisdiction.
I'm pretty sure if Duane came up to Canada and captured somebody with his methods, even with how civil and intelligently he deals with matters, it would breach your Charter Rights.
