It seems to be time limited.
I created a thread in the test forum, and could click beside it and alter it.
I then went to the Tech forum and tried to change the thread title of a thread I had made the previous day. Nope, couldn't do it.
A little while later (and just now) I tried to change the title again of the thread in the test forum and I couldn't.
So it seems like a time limit thing to me.
