I think things changed a lot in the information age. It's just become more difficult for teams and scouts to get an exclusive scoop about a draft eligible prospect. I recall hearing about how Datyuk was playing in a part of Russia at the time that was not heavily scouted. One of Detroit's scouts was blown away by him and they knew they could wait to pick him because most teams didn't have robust scouting reports on him. That to me is the definition of a great pick, when you actually identify a player no one else did or you go off the board to take a player and it turns out well.
Obviously that is an extreme example and there are numerous ways to measure how and why a pick was better.
