I have no idea if Matveiko has any NHL upside, but I am pretty sure Ciona doesn't, at least not in this organization. He is going into his 22-23 year old season, has never had a call-up, and likely won't this next season looking at who is ahead of him now.
So at this point, it's the mystery box over a player that we already know is extremely unlikely to play in the NHL.

Let’s be honest, we’ve been in the “extremely unlikely to play in the NHL category for a while now.”
We’re deciding between the 30th and 31st best prospect in the Flames organization this year. For context, 25 Flames-drafted players have played in at least 1 NHL game over past 12 years.

There have been lots of players ranked 25th or lower that have become NHL players (Ferland, Kulak, Jooris, Rittich, Kirkland)... not a pile, but there's an NHLer in this late part of the ranking every year or so.
Still worth having the debate and discussion.
Went with Matveiko. Tall centerman with good skating and hands. We can forget about this dude for the next four years while he plays in Russia, and hope he turns into found money by the time the team is competitive again.

I went Matveiko. Just based on potential upside. I’m a big Ciona fan though, hope he gets a look this year!
