This is not wrong, unfortunately this is how he is just in general but we all agree. He claimed to have let one of his friends know, but we've yet to find one who does.
Good news is we've got contact - Update in Original post

If he's putzing around snowboarding with no itinerary it's entirely possible he met some people and went with them somewhere to ride where there's no wifi.
I'd give it a bit.

I see your latest update. I had a friend who went to Japan with a friend. Both went to a bar and were drugged, taken to an ABM and him and his friend had money taken from their account. That may be a "thing" down there. Sorry for your BIL. Hope he can get his money back. I'm sure he's embarrassed.

Different times. 30 years ago I travelled solo to South America for five months. There was not really email or internet then. I would fax my parents every couple of weeks when I got to a big city. They must have been worried.

Who calls their sister and mom 2-3 times a day to say hi when they're on vacation?

That's absolutely a thing in Japan, before my trip last year I ran across more than a few videos warning of the typical overcharging scams in bars. Mostly it's guys getting drugged and waking up in the bar and finding huge charges the next day but the ATM thing does happen.

When I went for two weeks, I turned on location sharing so they could see where I was on google maps. Since my photos were uploaded to google every night I also shared the folder they were being dumped into. They loved they could see what I was doing and it was passive on my end.
I also told them to not expect me to communicate for those two weeks. I was on vacation. When it got to a point where they were sending me messages saying I should go check out a certain place because I was nearby, I said I would revoke their map privileges if they kept doing that.
A vacation should be a disconnect without outside pressure.

to each their own, I guess. I've always been the type to only send a short "everything's fine" text every other day, but my dad often went out of his way to check in daily when he and my mom were on a trip. Checking in 2-3 a day seems super stressful, but again, to each their own.
Hope everything works out for Royle's brother in law!

Not to be alarming but I wouldn't trust that the texts are from him. Explaining away high charges on his CC so that actions to cancel it aren't taken? Won't go to the police? Push to get him to call home.

Most major cities have these issues.
Japan is generally very safe but there are problems and problem areas.
Kabukicho, Roppongi, (and to a lesser degree) parts of Shinjuku and Shibuya are areas where you will find bars, clubs, and girl related establishments that are trouble.
Touts generally equal trouble.
