It isn't about 'expecting'. They simply give scores to the players in the organization and add them up.
It's important to remember here that the Future Rating isn't just prospects, but also players on the team, and how valuable they will be going forward. The Oilers scored 8 on the Future axis, not because they have any prospects (which we know they don't) but because McDavid and Draisaitl are still on the team, and are still projected to be dominant for the next few years.
Several of the Flames' best vets are aging (Backlund 35, Coleman 34, Kadri 33, Huberdeau 31) so they aren't getting a lot of Future points from that group.
None the less, their Future list is clearly being undervalued: Wolf, Zary, Coronato and Parekh isn't a terrible group of prospects. And the depth behind it: Honzek, Pelletier, Bahl, Brzustewicz, Gridin, Basha, Stromgren, etc., etc., should have them deserving more than a 2.

They weren't projected to nosedive like they did though.
Things looked rough once Tkachuk said he wasn't coming back but after the trade was made opinions changed and they were supposed to contend again for the Pacific.

Yup, Treliving was so horrible that the owners couldn't wait to fire him… until right after he got hired for the most prestigious GM job in hockey.
Something doesn't add up in this narrative.
