In order to activate Kylington and Pelletier they would have had to clear out Zadorov's money.
Guess that answers the questions around why they would make the move now instead of waiting for a potential improved return at the deadline, and also why retention wouldn't work.

I don’t think Pelletier is close. End of Jan/early Feb for him and Rooney according to Pascall.

Still though...him + Kylington getting closer is why you might feel a bit of a pinch point if the Canucks are pushing to make the trade now and are the only team that can eat the full cap hit.
