FBI HQ is in DC proper, at the J. Edgar Hoover Building at the corner of Pennsylvania and 10th Street.

But yeah, "Northern Virginia" is just "DC 'burbs across the Potomac".
The Capitals originally played at the Capital Centre, which was in the Maryland 'burbs (just) outside the eastern fringes of the Beltway. The reason why Abe Pollin built the Capital One Arena née MCI Center in Chinatown in the first place was because the suburban location of the Capital Centre—like all suburban arenas—was difficult to get to for 7:00 pm game starts on a weeknight. The location is now right by the Downtown Largo metro station at the end of the blue and silver lines, but that didn't open until after the Capital Centre was demolished and replaced by a shopping mall.
This is purely a play by Ted Leonsis to get the DC government to chip in for upgrades to the existing arena, and nothing more. I'd be very surprised if anything ever came of this "rumour". The Capital One Arena location is right on top of the Gallery Place metro station, making it one of the easiest places to get to in the entire DC metropolitan area. They'd be insane to move to "NoVa". Leonsis makes a crap load more money downtown than Pollin ever did in the suburbs.
