Really?

I don't doubt you, per se. I just don't know scooter laws/rules in YYC never mind the Motor City.

That wouldn't matter much if the vehicle went through without checking (or stopping if there was a light or sign). Contrib at most.

I live an hour south of Detroit and if viewing from a Calgary perspective, Winter is a different animal here. It does snow and it can accumulate, but it doesn't linger long and last in between snows. Two weeks ago it snowed a foot and was -15C for a couple of days afterwards, but right now it's 11C and raining, there's no snow anywhere on the ground and none of the lakes or streams are frozen. On 80-90% of the days December through March there's no snow on the ground or ice on the streets so scooters can probably run year round here.

They’re pretty much universal throughout North American cities and follow the rules that pertain to bicycles. Detroit looks to be no different.

Why would you be riding a scooter in Michigan in February?

I know it’s been warm, but this seems to show a serious lack of common sense. Scooters are risky at the best of times, let alone in a cold-weather state in the middle of winter.

Reading those tweets, it doesn't sound like they know exactly how bad it is and are listing him as day-to-day until they get more information. Hopefully this isn't one of those situations where day-to-day turns out to be more. More importantly of course, I just hope it's nothing bad for his own sake.

It's a marked crosswalk. What's the difference between getting hit while riding a scooter vs. getting hit while walking across the crosswalk?

This summer I was stopped at a crosswalk with the flashing lights on a 4 lane undivided street. A couple kids on scooters crossed, and as they were off the road I looked to my right and another kid on an E scooter with Headphones on approaches and goes right into the crosswalk without hesitation at full speed. I look to my left and the car beside me is starting to go. I blared on my horn with stopped that guy and startled the he'll out of this kid not knowing what else to do as neither one appeared to be aware of the other. Old guy next to me starts yelling at the kid and kid gives me the business for probably making him soil his loins.

In that case it's probably the motorist who didn't check that the crosswalk was completely clear before proceeding whos at fault. But the pedestrian has an obligation to make sure that they don't enter the crosswalk without being noticed. So I can see how something like this can happen.
