I don't think that's what's happening here. Some of the issues that IT deals with at times (beyond funds and unrealistic time expectations) is that they metaphorically have to repair a car engine while driving without ever turning off the engine. Without the right tools, with tight time constraints and significant constraints on how to deploy regular maintenance and fixes, things like this happen.

Not only is the system archaic, underfunded etc. to the point the corrupt file issue was also in the back ups, it literally says rebooting was a significant decision because it could take about 90 minutes.
Yes, 90 minutes is huge for something like airline travel, so it should be expected that IT can work in such conditions... the fact that the system was archaic, underfunded and centralized to this level that it could shut down an entire country, and the back up plan was non-existent/compromised as well is a bigger overall issue, no?
