I think Calder eligibility is a good indicator of who is a prospect or not. Can you be a prospect if you aren’t considered a rookie?
Calder Eligibility:
-Must be under 26 as of Sept 15 2022
-Cannot have played more than 25 NHL games in any single preceding season, nor 6 or more games in each of two preceding seasons in any major professional league
Eliminated based on this:
Bishop (age and games)
Poolman (age)
Mackey (age by 3 days)
Meloche (games)
Ruzicka (games)
Valimaki (games)
Technically eligible (but I would argue should not be included):
Gilbert (age ok by 1.5 months, games ok by 3, but played NHL games in 3 separate season, seems more like AHL filler)
Vladar (one game short in 20-21, shortened season)
I initially considered Ruzicka a prospect as well but looking at Flames rosters from the last 10 years or so, any player that has played 25 games in one season is in the NHL the next season. Ruzicka will almost certainly be on the NHL roster next year and could be considered graduated based on lack of Calder eligibility and Flames history.
That said, I know 25 and under and less than 65 total NHL games has been used as the rule of thumb before. And I agree with omitting all of those already on your omit list.
