That is the downside to the rule about the helmet coming off and having to leave the ice surface. It was pretty obviously done intentionally and allowed for a complete breakdown of defensive structure leading to a player being completely open. I think that the Penguins have a legitimate gripe about that.

This whole accidentally on purpose pulling the helmet off an opponent's head to force an odd man situation really needs to be looked at by the league. That was a big reason for the tying goal there, and Dallas has done it multiple times as well
Certainly the player has a responsibility to make sure their chin strap is secure, but it's still ridiculous that it seems like a viable strategy.

If impeding a guy for a fraction of a second is interference, ripping his helmet off and putting him out of play for 5 seconds or so should easily be penalized as interference

Terrible rule and outcome
