If they are not, it would really be a failure as a GM.
Just think about how many teams have dead cap due to buyouts, and/or bad contracts. Within the Pacific division alone, most teams are wasting at least 10 percent of that cap hit.
In just expenditures most people agree on, Calgary has 1.5 dead cap for Brouwer, plus Lucic 5.25
SJ is in a world of hurt with what remains of Karlsson at 11.5 and 36 year old Brent Burns at 8
LA has 4.5 dead for Carter, Richards and Phaneuf and Doughty is signed forever at 11 M
Vancouver is paying nearly 8M for Loui Eriksson and Luongo
Anaheim has a couple million dead for Perry
Edmonton - well, lol. Also paying for Lucic, Sekera, Neal. Those are just the tip of the iceberg.
Vegas is in reasonable shape, despite arguably overspending on G, and is a contender
The GM of an expansion team has the opportunity to evaluate each and every contract for its value for dollar, and build a team that has the potential to efficiently use the full 81.5 million
That is huge.
That’s just efficient cap allocation, too, not to mention the assets they can get through side deals, etc.
