If the first team actually still wants the player, they can make a claim when the second team waives him. And if no other team makes a claim, that player is now considered to have cleared waivers.
If another team wants the player, they would simply claim him when you put him on waivers.
So the only way what you are describing works is if you are the only team (including the original team) that wants the player.
Generally, when something like that is the case, the team will trade that player to you for peanuts, after clearing waivers. It's much easier for everyone that way.
