The first one was hollow, it was three aluminum panels riveted together with a top piece added

It'll be interesting to see if whoever is doing this reveals themselves. The Utah government messaging seemed to imply they would probably fine/charge whoever did it since it was on public land without authorization.

I would assume the first one was a legit artwork as it's been there for a number of years without any announcements and that the recent ones are just copycats.
