I would expect that like all NHL team sales there will be massive pressure from the BoG for Flames ownership to find local buyers.

Don't worry, they're not going anywhere.
They'll play the emotional appeal card, and will want you to think there's a strong risk in them leaving. But in the end, a deal will get done and a new arena will be built in the next decade.

I would be very surprised if the BOG put pressure on the Flames owners to sell to a local group, and if the Flames owners decide to sell, they're going to look at the best offer for them, and if its local its local, if its not, they'll take the money.

Like there's going to be a local ownership group willing to pay $600 million to buy the team and then put up another $500 million for an arena.  That's fantasy. The team will need a new building eventually because nobody is going to pay for the team and new arena to keep the team in Calgary. Maybe it won't happen under Nenshi's rule but it's going to happen and I sense the Flames owners will simply wait another four years.

Do people actually believe there would be another group of people who would buy the Flames and agree to keep them in Calgary without a new area deal in place? That’s pure fantasy land. If the Flames ownership ever sell this team, it likely won’t be to a local group and it won’t come with a promise to keep the team in Calgary.

When was the last time a Canadian team's ownership group changed hands?
Very rarely.
Trust me, there is a current lineup to be an NHL owner, and most would step over their own mother to own a Canadian franchise.
Murray Edwards will never sell this team. He's way to proud. People are getting way too bent out of shape about this. This is simply a waiting game.

Yeah, I don't understand where this narrative came from, that there's a line up of billionaire Calgarians, just waiting for the team to hit the market so they can sink over a billion dollars into buying the Flames and fully funding a new arena. That seems extremely unlikely.

So let the City build an Arena with an operating partner and then lease the ice time to the Flames. The Flames will not get anything but a new arena, they will pay a huge lease, they will not operate the venue, they will not earn parking revenue, they will not have much control of the design/build. They will however have a "new Arena".... Which is not what they want, they want control. They at like they want a new arena, in reality they just want out from under the Stampede board.

Sorry I only partially trust you, if the Flames put the team up, any local ownership group is going to want a even more generous arena offer then the Flames current ownership wants, and a non local group will have an or else clause in their offer to purchase to keep the team in the city.
Going back to that Forbes article, the Flames are not a massive money making organization.

In this scenario the Flames owners also don't put up any of their money or assets into an arena.
It is one thing to expect lots of revenue streams if you think you are contributing $100s of millions of dollars. It is a completely different scenario when you don't have to risk anything.
