I think the Flames biggest mistake was their assumption that they could all just do it themselves. They really should've hired a development firm to do all the work for them....they'd probably be cutting ribbons by now.

Well they claimed they have a development partner (who wanted to build an office tower), but there were also no request for proposals with what the Flames put out there, which was just an arena/stadium with a poor presentation, and the desire for development rights came out after.
Here the city (NCC) asked for proposals that help get an arena built in addition to all the other stuff they want for the area.

This was the Rendezvous Lebreton proposal. They want an arena and they want development rights, but you'd think this was a completely altruistic proposal for public amenities, urban renewal and celebration, and why would anybody dare oppose this thing?
Which only goes to highlight your point, that CSEC doesn't have the experience or ability. Eugene freaking Melnyk was able to outclass them with his partnership. Just ridiculous.
