The Night of the Long Knives, during patriation talks in 1980. Well, at least according to Rene Levesque. He alleges that the other premieres stabbed him in the back by agreeing to terms with Trudeau on patriation and the included Charter.

Ukraine agrees to surrender their nuclear weapons post Soviet Union, with NATO agreeing to defend Ukraine in case Russia invades.
Russia annexes Crimea and NATO scratches their asses.

You could throw in anything involving the USSR and Poland/Ukraine from the Peace of Riga onwards

They were always communists and everyone knew it, they just had the right old school tie, in the UK that trumps anything.
I suspect Pocklington and the trading of Gretzky would be the ultimate hockey betrayal, of both the player and the town, of course in retrospect we now know they deserved every minute of it, but at the time it seemed shameful

But he didn't betray the Senate, he did what the Senate wanted.

I would also add Phil Esposito and Bruins GM Harry Sinden. Sinden left it up to coach Don Cherry and Bobby Orr to deliver the news that he had been traded. Orr shows up in a tee shirt and his underwear with Cherry in his housecoat. Phil is sitting on the end of his bed with his highrise hotel window open. Cherry tells Phil he had been traded and Phil said if it was the NY Rangers he would jump out of the window. Cherry tells Orr to close the window
Phil considered it the ultimate betrayal when Harry didn't take the time to talk to him about the trade and the reasons why. Phil wanted to be a Bruin for life.

Was there a reason why outside of Park and Ratelle?
I mean, trading a past-his-prime (but of course great) Esposito for an in his prime always-the-bridesmaid-never-the-Norris-bride Brad Park and not-to-shabby top-100-player-of-all-time Jean Ratelle seems like a no-brainer in retrospect. Of course it didn't result in the ultimate prize, but Ratelle went on to score 90 points in 67 games with the Bruins the season he was traded. He scored a total of 450 points in 419 games with the Bruins, Brad Park scored 381 in 425 games as a defensemen. Esposito put up 404 with the Rangers in 422 games. Funny thing is, without the Orr and Eagleson issue this trade might not happen. With Sniden unable to reach a deal with Orr, getting the second best defenseman in the league to replace the best made the most sense.
I suppose it was maybe the way it was handled instead of the trade itself because I can't blame Sinden on that one in terms of on-ice management.

Sinden made it well known that he always had to have the best defenceman on his team. He knew of Orr's many injuries and felt it was in the best interests of the team long term to get the second best defenceman of the time in Park.
Espo felt betrayed as he had gotten a verbal agreement from Sinden earlier that summer that he wouldn't trade him. Add to that he turned down a very lucrative offer earlier from Jim Pattison who owned the Vancouver Blazers of the WHA. He was offered a 5 year deal worth 2.5 million plus a million dollar signing bonus. A lot of money for players back then.
