Makes sense though - do you really think the Somalian gov't (basically in shambles since late 80s) has solid controls on ID processes, passports, background checks, etc? How do you know John Doe from there is really John Doe and isn't some known terrorist? OR if they have no intel agencies working to identify the threats.
They're under no obligation to accept immigrants from these nations, so why take additional risk if you can get others from elsewhere that are safer?

Doesn't some of the onus lie on the US intelligence services too? In this case, they presumably didn't just rely on Uzbek intel and would've done their own investigating prior to giving this guy permanent residency.
Punishing a whole country based on the actions of one is ridiculous though (especially when they turn their heads the other way when it comes to Saudi Arabia - the source nationality of most of the terrorist acts against them) Remember back in school, when one kid did something bad, and if nobody spoke up, then the teacher punished the whole class? We all thought "But that's not fair!!" If we could figure that out at that age, why are we arguing about it as adults?
Agreed though that they're a sovereign nation and have no obligation to allow anybody in.
