Dumb Question.
My Assessment came in lower, much lower (over 50K) than the previous one, does it mean my property taxes are going down? or does it only work one way (up)?

The decrease will need to be more then 4% to see a decrease in property taxes. To give you an idea use this:

You won't know until they set the rate in May/June?

If the average assessment goes down by a similar amount, your taxes will still go up. If yours is down more than the average, you will be looking at probably about the same.
