No and I think no / yes. Deleting posts usually changes the post counts, and I think I remember having to run a whole bunch of recounts as deleting that many posts resulted in lots of weird thread behaviour.
Deleted threads I also believe decrease the post counts.
We have a subforum where we move threads that we want to not delete and keep for some reason, but also don't want them publicly visible (search engines repeatedly indexing old very large threads puts a lot of load on, no reason to index the old funny picture threads), and I believe I have that subforum set so threads there count towards the post count so yes the count would still include those.
But you can see the difference between the database index number from the database for your post (6072639) and the number of posts, there's been about 72,000 things that resulted in a record being added tothe post table that either didn't count to the post count or subsequently got removed from the post count (deleted posts, threads, probably other sources I can't think of).
