Why does it smell like #### downtown/SW Oct 27/16

I noticed this walking home from work between 8th ave and 1st street sw to about 1st street and 20th ave sw. As I was walking down first, thinking to myself "wow, this smells like ####," a guy walking towards me the other way on the sidewalk said verbatim "it smells like #### out here"

Very curious as to what it was.
