Sorry...forgot to update. Took him to the vet. Not a tick. It is a Cyst and we were given a medicine to put on it and were told to watch it. That was last Monday that we took him in, its still there and still not bothering him. It it doesn't improve soon we will be going back and they will drain and or remove it. Not looking forward to that if it comes to that.
