Florida play by play is whining about it. Saying well what if there are Devils fans throwing some rats on the ice and the Panthers get penalized? You can't tell therefore it shouldn't be a penalty.
I agree it's, a tricky situation... although you know the rule about throwing #### on the ice so maybe don't hand out rats to fans, given their history of throwing rats on the ice in 1996.
