Because the GM and President are Hartley's bosses. I know they say publicly, that who plays on any given day is up to the coaches. But reading between the lines, you have to think that they're all talking about what the team strategy is going to be to play the season out.
Hiller is likely playing because if he does well for the next little bit, maybe some team will give us something for him at the deadline...... But probably not. Ortio will get his chance and he better run with it if he wants to be an NHLer. This is likely his last chance.
