Couple of things after a quick look. Is your Internet Explorer up to date? Sounds like Skype utilizes Internet Explorer even if you don't use it as your browser. Or perhaps a firewall setting is blocking Skype, you don't happen to use McAfee do you?

Updated as far I can, and within the system requirements listed on Skype

Not that I can see but since I don't know what the issue I can't say what is or isn't blocking me. When I make sure everything is off skype still doesn't connect so I would say no

Correct

Followed instruction and did up to Step 7 and Step 8 didn't progress... JUst got the same point but now that I've delete skype like in step 5 it no longer shows... No big deal as that will correct itself when I do correct the issue
