There's no ban. The book is published. If private retailers choose not to carry it that's up to them. He has a right to write something and release it publicly. That doesn't mean anyone has to buy it or read it.
While having Mein Kampf is touchy for sure, it does have a historical context. Where the profits go for something that would be a factor as well.
