Paving in the middle of the night wouldn't do squat. The construction zone would still exist during the day with the speed limit lowered, which would still result in the same backup. The only reason to pave at night is if you are also running a day shift and want to shorten the length of the project to decrease total impact days on the public. It would be nice if the project lasted a month instead of two, but don't think night paving would make it not effect the majority at all.
I've done paving before at night, it's possible. The nightly low at this time of year is still higher than some of the daily highs late or early in the season when we still paved. However, it's a BITCH. Renting light towers and keeping them running to light up the zone takes a lot of effort and even more manpower and fuel, also blinds drivers. And you need a lot of light in order to see what your doing since it's all black.
In this case, saving the 20-30 minutes spent probably does not outweigh the costs. Wish Alberta Transportation would just be straight with everyone.
