Without Feater we wouldn't have Hudler, Hartley, Johnny, Monahan, etc. Feaster did some really great work despite his bad work.

Fletcher - obvious choice for #1
Coates - made some good moves under tough constraints placed on him by a weak dollar and cheap ownership
Feaster - Great signings and good drafting despite a couple blunders.
Button - Lost St. Louis, Gigučre, and Savard during his term
Sutter - Good coach, bad GM. Bad decisions with respect to coaching, bad trading, and poor drafting.
Risebrough - Gilmour trade

Different GMs had different resources and different expectations or orders.
1. Fletcher - while with Calgary had an open cheque book and wasn't afraid to make a move. Best success of any of our GMs. Of course one can say he had lots of money to work with but this wasn't the case in Atlanta and he did a great job of building a team there as well.
2. Treliving (and Burke) - I like that so far until the Hamilton trade he's been very conservative as he's assessed the team. He's a real hockey man who has learned his trade from the ground up and hasn't tried to make any drastic changes just to put his brand on the team.
3. Sutter - Took a team that hadn't made the playoffs in years and pulled it up. One time he lamented the sudden success that the 04 team had as it changed expectations to all you need is to make the playoffs and that became his marching orders. It led to some strange moves that weren't the best for the team's future.
4. Coates - He was in a bad position with no money and being forced to trade our stars. Was okay.
5. Feaster - Could talk a good talk but really wasn't a trained hockey man and I don't think other GMs had a lot of respect for him. Made some bad moves by trying to make a big splash but made a few good moves as well such as hiring Hartley. He got the job of dismantling the team and his teams were so bad we got some good picks so that was good.
6. Button - I really disliked the man for cutting loose St. Louis. He was the opposite of Treliving. He came in trying to put his stamp on the team figuring he knew it all.
7. Risbrough - what more can be said, he sucked.

Darryl Sutter - Soared like an eagle, fell off the cliff. Good Coach.
Al Coates - Good man, no win situation.
Craig Button - Absolute bottom of the barrel, if it wasn't for the next guy.
Doug Risebrough - Destroyed the team. Was just as bad as a coach.

I would echo this, only because Treliving is so very recent
Having said that, in certain circumstances the Hamilton trade would be suspect but he was put in a prime position by the departing regime and the team performance. Rare that a GM can upgrade with such an asset for picks, with such a decent prospect cupboard, and the crutch of a playoff team trending the right direction
Feaster had his inelegant PR blunders but looking back at it left this team in good shape.

My list is exactly like Clarkey and theoforever
Cliff Fletcher - Easy pick here. If it wasn't for 99 up north, we may have a few more cups.
Jay Feaster - Don't care what anyone says. I really liked Feaster and was happy he took over when Sutter got fired. Everyone has a few blunders, but his good work turned this franchise around. It was refreshing to have a GM put emphasis on skill/hockey IQ instead of size and whether the player was a farm kid or not. He had his work cut out for him after Sutter was GM too and left the team in good hands for Treliving.
Burke/Treliving - So far so good. As a Flames fan, I can sleep very well at night with them in charge.
Darryl Sutter - Better coach than GM. Loved his aging vets and trading draft picks too much. His personality has a shelf life whether its coach or GM.
Al Coates - Tough era to be a GM in Calgary.
Craig Button - Hated the guy. I will never forgive him for trading Savard then firing Gilbert, when he should have done the opposite. Letting St. Louis walk. Let's not even talk about his drafting record.
Doug Riseborough - Gilmour trade. Nuff said.
