How frigging broke do you have to be to have to go to the library to stream your self wacking off?

To add to Vulcan's post, this really falls into the voyeurism exhibitionist sex category. People do find the risk of being caught arousing and this is away for the voyer (her tipers) to feel that thrill with out actually facing the risk of getting caught.
And as to any action that should be taken I think banning her from the location is enough. If she returns and gets caught charge her with trespassing and maybe indecency. There are much bigger things to deal with.
