What's wrong with planning in advance? It's not that it all is needed immediately, but rather they want to be sure it's been studied and is ready for installation if needed. It can save us a lot of trouble down the road when these will actually be necessary. The ring road land was purchased 30 years before construction started in full force, as an example. If they had to buy the land when they were ready to build, that would never have flown.
Why are you hung up on 60 years being potentially outside the lifetime of the people doing the research? I'm sure their future counterparts will be thankful they did the early leg work to get things going. We can't just look in the short term all the time.
Also, I imagine 60 years ago someone was driving some Oldsmobile down the turnpike and figuring by the year 2000 we'll all be in hover cars and stuff. Funny how that turned out.
