Each group is a completely separate group of women.
If the survey was taken last year, the first group would be women born between 1985 and 1994, the second group would be those born between 1975 and 1984, and so on. It's not saying "by age 60, 39% of all women will have contracted an STI" with the age breakdowns of when they were first contracted.
